Sorry I think you misunderstand the meaning of this sentence. What it means is that as a Hong Kong driving licence holder, you can drive in the UK for 12 months without the need to exchange your Hong Kong driving licence to an UK one.

Once you become a resident in the UK, which means that you have spent at lease 6 months in the UK, you can exchange your Hong Kong driving licence to an UK one. You have 5 years to exchange your Hong Kong driving licence to an UK one as long as your Hong Kong driving licence is valid at the time. It does not mean that you will be given an UK driving licence for 5 years!

In the UK, the photocard driving licence is valid for 10 years. You will need to supply a new photo to DVLA every 10 years, however, your driving entitlement is valid until your 70th birthday.

If he can exchange his Hong Kong 'P' licence to an UK driving licence, I cannot see any reason why you cannot drive in the UK using your Hong Kong driving licence.

You can drive in the UK using your Hong Kong driving licence for 12 months. After that, you will need to exchange your Hong Kong driving licence to an UK one in order to drive in the UK.
