If he can exchange his Hong Kong 'P' licence to an UK driving licence, I cannot see any reason why you cannot drive in the UK using your Hong Kong driving licence.

You can drive in the UK using your Hong Kong driving licence for 12 months. After that, you will need to exchange your Hong Kong driving licence to an UK one in order to drive in the UK.

There are two stages to get British Citizenship.

You will need to get Indefinite Leave to Remain (ILR) (永久居留) first. Put it simply, you can get ILR after 5 years in the UK if you are on a Tier 2 (General) Work Permit or a spouse visa after meeting certain conditions. You can only count your days as a student in the UK in 10 years long resident route.

You can apply for British Citizenship a year after getting ILR. The 5 year rule is for registration / naturalisation to become a British Citizen. You do not need to wait for a year if you are married to a British Citizen.

身為英皇室的御林軍，薪酬福利令人關注，David則不予透露，僅指薪金水平較香港警察低一些，除普通的醫療和交通福利外，最優厚是住房福利，他與同事在倫敦市中心合住一間800至900平方呎單位，月租只需30英鎊，僅相當於300港元，相信令不少香港青年人羨慕。他現長居英國，還有一年便可入籍，目標是繼續在軍隊攀升，成爲終身職業。

If you have BN(O) passport (the one with the chip inside) and allowed the DVLA to get in touch with HMPO (Her Majesty's Passport Office) to verify your identity, then you do not need to send your passport away to the DVLA to prove your identity. (See link below - page 8 Section 5 Part A)

The police could give you a fixed penalty of £300 and 6 penalty points if you’re caught driving a vehicle you’re not insured to drive.

If the case goes to court you could get:

an unlimited fine

disqualified from driving

The police also have the power to seize, and in some cases, destroy the vehicle that’s being driven uninsured.
