If you have British National (Overseas) status, renew your BN(O) passport before applying for an UK student visa. BN(O) passport holders do not need to register with the local police in the UK, unlike HKSAR passport holders. Even if it is a typo and let just say that the rent is £300 per month rather than £30 per month. I don't think that he can afford rent level at £3,000 per month if he only earns £18,488 per year.
